Choose to back up and a copy goes to your own private iCloud, yours and not ours; the tamper-evident record anchors to that same private iCloud. The only other connections are to Apple's own services — like local weather-hazard alerts — and any background check pulls public information down to your phone rather than sending your catalogue out.
